Universalism or Particularism

    This index is concerned with how cultures perceive the importance of formal rules compared to particular situations, circumstances and relationships. Universalistic cultures see rules and regulations as non-negotiable and to be followed very closely under any circumstances. People from particularistic cultures tend to make decisions and act according to the events unfolding around them depending on the situation and circumstances. One example of highly  universalistic cultures and organizations would be in strong reliance and faith in bureaucratic systems.
